The “Regional Concept for the Utilization of Former Military Land in the Central and Southern Urban Areas” aims to shape the central and southern urban areas as a single entity. It seeks to reconfigure the urban structure of these areas and enhance their functions through coordinated development from a broader perspective, leveraging the unique characteristics of each former military site. This integrated approach is intended to contribute to the overall development of Okinawa.

In FY 2018, approximately five years had passed since the last revision of the “Regional Concept” pamphlet, and changes had occurred in the status of land returns. Therefore, we revised the pamphlet after consulting with the relevant municipalities.

In FY 2020, to realize the “Regional Concept,” we interviewed relevant municipalities to understand and organize the current status of the six facilities south of Kadena Air Base that have been agreed to be returned. We also identified and organized broader issues.

In FY 2021, we organized the status of efforts to utilize former military land south of Kadena Air Base that have been or were scheduled to be returned. Additionally, we prepared supporting documents for updating the “Regional Concept for the Utilization of Former Military Land in the Central and Southern Urban Areas.”

In FY 2022, we organized the status of efforts to utilize former military land south of Kadena Air Base that have been or were scheduled to be returned. We also reviewed and validated the current status and outcomes of the “Regional Concept for the Utilization of Former Military Land in the Central and Southern Urban Areas” in light of changes in higher-level and related plans and social trends.
