Consulting Service for the Management of Difficult-to-Maintain Memorial Towers

For the memorial towers that play a crucial role in consoling the spirits of those who perished in the Russo-Japanese War, the Pacific War, and the Battle of Okinawa, we attempted to identify the administrators of the memorial towers that had been unknown or those that were difficult to maintain, while also confirming the intentions of landowners, surrounding residents (neighborhood associations), and municipalities. Based on this, we devised methods for appropriate management. For each memorial tower, we conducted an on-site survey (recording the inscription, measuring the dimensions, and confirming the stone material) and literature research (establishment history and those enshrined). We organized the information into a chart and calculated the costs for either maintaining or removing the tower (relocation, joint enshrinement, burial, or removal). Additionally, we compiled successful management examples to support each proposal and considered joint enshrinement locations corresponding to the classification of those enshrined.
