The design of the Shimoji Township Building aims not only to serve as the central facility for administration and politics but also to foster a sense of community among the townspeople. The design policy was to ensure flexibility for the 21st century and to enhance services for the residents, reflecting the needs of the times as follows:
1. Ensuring the independence of the legislative and administrative departments with careful consideration of the circulation of movement
2. Creating an open spatial configuration on the first floor to make the building accessible and welcoming to residents, featuring a community lobby that can host various events and exhibitions for townsperson exchange
3. Harmonizing with the surrounding environment in form and appearance, using red roof tiles rooted in the local climate to make the building a symbol of the Shimoji township
4. Incorporating energy-saving considerations into the design to make the building economical and easy to maintain
